Well, it's effectively just a bunch of HAX combed into one like Statistic reduction, statistic amplification, invoulnrability, soul manipulation, non-physical interaction, Reality warping (power scaling language go brr) and depending on the person it can have stuff like Conceptual Manipulation.
But somebody like Sunny would still need the range to exert his HAX on the entire planet, and also he technically can't "kill" the planet as it's not alive + he'd need to break the planet's Gravitational Binding Energy, which he technically has enough power to do (AP) but still doesn't have the range to express it on the entire planet (DC). Same reasons for why other supremes can't destroy stars.
Reality Warping is HAX. It isn't counted towards AP.
Planet Surface Level is usually just Multi-continental 😭, but it depends on how you destroy it ig.

Well Will is tricky to scale it can damage things in a mystical way an attack of 100 power and 100 will can kill something with 500 defence and 0 Will the way I see will is basically "my attack works because I said so" if Sunny Wills the planet to die and keeps attacking its likely it will die because it has no will of its own to defend (although in the War Realm the Laws supressing Mystical powers might weaken Will but not debilitatingly) it's basically a you are cooked if you don't have it and your opponent dose type of power if a Supreme fights someone close in power from another series will makes attacks that should hit miss strikes that should miss hit and scratches that should barely hurt into mortal wounds that's why I usually scale Supremes as Surface Planet level because if you scale with Will they can basically Kill a Star like Nephis if she attacks it enough and she's definitely not Star level It's reality bending not ATK Potency in my eyes

So, you see. When power scalers say "Planetary Level" they usually refer to the charater's "Attack Potency" which is the Level of Charater that you can harm and is also measured in units of energy like joules as the tiers are determent from the energy behind the attack. So it isn't based on the are you can affect with your attack, that's why, for example an attack that can flood the entire earth scales lower than something like sub-atomizing a large mauntain.
So despite not showing feats of destroying literal planets charaters like Supreme Sunny can still be scaled to planetary. (and btw, next time i see you saying saint Sunny is city level i will turn you into a morgan based, bodypillow and leave it to FatherPeo for the rest)
Also keep in mind the previous explanation doesn't apply for any tier past the "High-universal" one as those deal with higher dimenshions and meta-physics that can't be quantified with units of energy. (High Tier Sacred and cursed can reach there)
