I don't understand. The whole point of the quest is so the quest giver can get the card yet he is giving away the card to whoever gets it? makes no sense

He will have a different dynamic with the inhabitants than other planet masters due to his approach. The others I bet are seen as absolute gods which inhabitants need to survive yet his inhabitants won't need him to take care of then in the same sense so he won't be seen as the same.
